China National Petroleum Corporation (CNPC): Development History and Business Overview
In 1949, the Central People's Government immediately established the Ministry of Fuel Industry under the Financial and Economic Commission to oversee the restoration and construction of the petroleum industry and related sectors. On May 26, 1998, China National Petroleum Corporation (CNPC) and China Petrochemical Corporation held an enterprise-transfer handover ceremony in Beijing; from June 1 of that year the two corporations formally assumed management authority over the transferred enterprises [146]. In July, China National Petroleum Corporation Limited (CNPC) was formed on the basis of the former CNPC. [143]
On April 6-7, 2000, CNPC's shares were listed successively on the New York Stock Exchange and the Hong Kong Stock Exchange [147]. On December 12, 2012, global diversified mining giant BHP Billiton announced it would sell its stake in the Browse LNG project in Australia to CNPC for US$1.63 billion (about RMB 10.18 billion) in cash. On November 13, 2013, CNPC's indirect subsidiaries CNODC Holding and CNODC International Holding signed acquisition agreements with Petrobras Internacional (Netherlands) and Petrobras Internacional (Spain) to acquire all shares of Petrobras Energia Peru for a consideration of about US$2.6 billion. On October 18, 2024, according to CNPC News Center, CNPC's first wholly owned pharmacy and Hunan Province's first gas-station pharmacy in the petroleum and petrochemical industry - the Cili Xincheng No.1 gas-station pharmacy - opened on September 27, with daily drug sales exceeding RMB 2,000 since formal operation began [103]. On October 22, CNPC Tibet Sales Company's Lhasa Liuwu charging station opened and went into operation; it is the largest, most capable, and most technologically advanced public charging station in the Tibet Autonomous Region, and also CNPC's highest-altitude charging station [104]. In November, CNPC Daqing Petrochemical's biomethane-to-green-methanol project successfully passed the International Sustainability and Carbon Certification (ISCC), winning China's first ISCC certificate for a fermentation process [107], and obtained crude-oil carbon-footprint certification [91]. In the same year, CNPC signed a 27-year, 4-million-ton/year LNG supply agreement with QatarEnergy and acquired a 1.25% stake in the North Field expansion project. [71]

The refining and chemicals business strived to optimize its product mix and increase the output of high-end, high-efficiency products. By the end of 2015, the total length of oil and gas pipelines in operation domestically reached 79,936 km, of which crude oil pipelines accounted for 18,917 km (69.8% of the national total), natural gas pipelines 50,928 km (76.2%), and product oil pipelines 10,091 km (46.3%). A diversified, flexibly dispatched, safe, and reliable oil and gas supply network was essentially built.

The operational management of its three international centers in Asia, Europe, and the Americas was continuously improved, and its cross-region, cross-market, and cross-product operating capability kept growing. For the full year it completed 490 million tons of trade volume and realized US$230.4 billion in trade value. [9]
On February 4, 2022, Russian President Putin visited China and attended the opening ceremony of the Beijing Winter Olympics, and President Xi Jinping held talks with Putin. During the visit, relevant departments and enterprises of the two sides signed the 'Sales and Purchase Agreement for Far East Natural Gas between CNPC and Gazprom' and the 'Memorandum of Understanding on Cooperation in the Field of Low-Carbon Development between CNPC and Rosneft'. Engineering and technical services are a key link in CNPC's comprehensive integrated advantage and an important guarantee for its core oil and gas business. In 2011, workloads such as 2D seismic, drilling footage, and downhole operations grew substantially, and the application scale of special-process well technologies kept expanding. For the full year, 1,296 horizontal wells, 350 underbalanced wells, and 2,292 snubbing operations were completed, up 49.5%, 14.8%, and 41.4% year on year respectively, providing strong support for stable and increased production at the company's domestic and overseas oil and gas projects. CNPC's cooperation with international oil companies, national oil companies, and industry peers continued to deepen, and new progress was made in developing high-end overseas markets.
In 2015, the engineering construction business strengthened project control by optimizing the organizational structure, reinforcing upfront project coordination and risk prevention, and improving contractor management, embedding plan optimization throughout the whole production-management process and ensuring steady progress of key projects. The company implemented 21 key projects for the full year.

In January 2022, it was reported that the Fuel Oil Company under CNPC had a problem of reselling imported crude oil. In accordance with the deployment of the Party Central Committee and the State Council, a joint investigation team of the State Council conducted an objective, impartial, and fact-based investigation. The relevant authorities handled the issue seriously in accordance with rules, discipline, and the law, and recovered the illegal profits CNPC obtained from reselling imported crude oil. [47] The investigation found that in June 2006, the Fuel Oil Company sold 400,000 tons of imported crude oil to Shandong Binhua Group under the name of 'blended fuel oil', from which CNPC's reselling of imported crude oil arose. Over the years, CNPC resold a cumulative 179.5 million tons of imported crude oil, selling it to 115 independent refineries; during this period the main leaders of CNPC were seriously negligent and derelict in their duties. CNPC's reselling of imported crude oil violated the Administrative Licensing Law and other laws and regulations as well as crude-oil and product-oil management provisions, seriously violated national industrial policy, severely disrupted the oil-product market order, encouraged the blind development of outdated capacity by non-compliant independent refineries, promoted the irregular approval of refinery projects in some localities, undermined the fair-competition market environment, indirectly caused the loss of state fiscal revenue, and seriously damaged Party conduct and social morality. After a serious investigation by the CCDI and the National Supervisory Commission into the negligence and dereliction of relevant Party organizations and leading Party members and officials, CNPC's Party Group bore the principal responsibility, the Fuel Oil Company the direct responsibility, and relevant CNPC functional departments the oversight responsibility. Relevant CNPC leaders, functional departments, and responsible comrades at the Fuel Oil Company failed to perform their duties correctly and bore corresponding responsibilities. In accordance with the decision of the Party Central Committee and the State Council, the relevant authorities handled CNPC's crude-oil reselling issue seriously in accordance with rules, discipline, and the law, and recovered the illegal profits obtained from reselling imported crude oil. [48]
Moreover, from the perspective of industrial development, market demand is also driving technological progress.
CNPC actively undertakes its historical mission as a super-large state-owned enterprise, strives to develop and strengthen the company, and is committed to serving the country through industry. Aimed at building a globally competitive multinational enterprise group, it accelerates the implementation of an internationalization strategy, and through the rational development and utilization of both domestic and foreign resources and both markets, seeks to complete as soon as possible its transformation from a domestic oil company into a multinational oil company, and from a mere 'oil and gas producer' into an 'oil and gas supplier' with composite functions.
